Lynne,
If you promise to build proper cairns and no surveyors  tape, the  
idea of allocating sections to volunteer hikers or small groups has a  
lot of merit. It seems to work in Washington/Oregon on the PCT where  
schools do some of the trail maintenance and take great pride in  
their voluntary work. As you say it would need some organization and  
each hiker/group could scout the trail in their section and make a  
plan for fixing the worst parts progressively improving the trail and/ 
or marking the route.
Hey, thats sort of like the what the CDTA were doing isnt it?
I nominate Lynne for the position of El Supremo of the new co- 
operative CDTA Mark2.
